This is an important topic, long overdue. It involves one of the most controversial juvenile court judges in the United States -- whose ruling not only affects children from her own county, but also those from throughout Tennessee, and surrounding states -- arguably thousands -- who are, or have been, or will be, incarcerated in Rutherford County's infamous "juvenile jail for hire," which not only incarcerates the County's own children at a shockingly high rate, but also rents out its juvenile jail space to many other jurisdictions.
Children thus incarcerated, become residents of Rutherford's jail, and thus effectively under the jurisdiction of Judge Davenport, while there, for any alleged offenses committed while in the Rutherford County jail. Thus, Davenport is a person of concern for that entire region of the United States -- making her a notable person by the WP:NOTABLE standard.
As if that were not enough to fulfill the notoriety standards for inclusion in Wikipedia, Davenport has been given enhanced status and notoriety by one of the nation's most prestigious universities (Georgetown University) -- as well as an instructor role at her own community's university -- positioning her to spread her unorthodox (and reportedly illegal) philosophy of judicial conduct and juvenile incarceration to a regional and national student population.
