Jan 15, 2020: this topic would be little easier to write about if treated in historical context. It is difficult to write an article that will remain current.
As of this writing, the article is focused on U.S. law. This article could be improved by creating different articles (or article sections) for other countries.
Regarding the tone of this article, the information on this topic that is published by the U.S. government (and some other entities) is intentionally biased toward and around effective compliance; is this or can this be interpreted as "advertising"?
