Questionable interpretation edit
"Brilliant Blue" refers to the fact that this is a world covered by water with almost no land.
In my viewing of the series, it seemed that the sky was a recurring theme. It was symbolic of the struggle for the people to return to the surface after being forced to live underwater. I think that's what the brilliant blue refers to, not the endless ocean that caused the near-destruction of terrestrial life.
