The following passage appeared in Official Secrets Act 1989#Section 12 - Definition of Crown servant and government contractor. This includes civil servants (employees of the Her Majesty's Civil Service), members of the armed forces and their reserve equivalents (including the Territorial Army), and employees and contract employees of government departments and agencies defined by the Home Secretary.
