When was this introduced?

It's been around for quite a while. The reason it's relatively unfamiliar to most UK students and graduates is because universities tend to give internal explanations and don't need the CATS scheme to convey what students need to take - e.g. "take four of these modules in year 2 and two of them plus a special double-weighted module in year 3" sums up my Bachelor's degree without having to introduce terms like "30 CATS points at Level 2/3" (especially as most modules could be taken in either year, especially ones offered in rotation).

CATS is more commonly displayed for part-time and distance learning courses, especially when students can proceed at very variable speeds, when there's much greater likeliehood that they may be studying courses at other institutions, and when there's much more flexibility of module choice across departments.
