On the topic of the Germanic Cowgill's Law, I have yet to see a direct reference to a publication by Cowgill on the topic. I remember the coverage of the topic in Ringe (2006) using the name 'Cowgill's Law', but it was also unclear to me at that time why it was so designated if no reference could be given to a Cowgill article. Is anyone aware where this actually derives from, and where (if anywhere) Cowgill published on the topic?

Needs "partial counterexamples" edit
