@Oceanflynn: What "direct quote" do you see on Copernicus Climate Change Service that may have originated from ^[1] ? I did not find any similar phrases on Copernicus Climate Change Service and the source provided by you (not having seen them, however, does not imply they don't exist).

On the other hand, while researching the issue both in Wikipedia and outside, I came accross this edit on the European Centre for Medium-Range Weather Forecasts article that seems to have "borrowed" text from the ECMWF homepage. I added a reference accordingly.

Aside from the "is there a direct quote?" issue I found it rather confusing that the Copernicus Climate Change Service article talks about the evolution from 2015 to 2018 as being in the future (starting with the phrase "is expected to become operational in 2018" in the first paragraph. No surprise as it has been written in 2015! An update of the last five years' achievements may be in order! --Dogbert66 (talk) 18:25, 11 June 2019 (UTC)Reply

All of the content in these 3 sections previously titled Components, Architecture, and Evolution, which was added on July 7, 2015 by Eja, are direct verbatim copies of several pages of the European Commission's February 17, 2015 "ANNEX to the Commission Implementing Decision Concerning the adoption of a financing decision for 2015 in the framework of the Copernicus Programme".^[2]^: 66–68 I found the identical content in a more accessible format in the EC 2018 annex.^[3]^: 137^[4]^: 24

The sections copied in their entirety begin, "The C3S shall capitalize on four main components...^[1]^: 66 and end at "the C3S shall be in a position to document 30 plus ECVs and over 10 Climate indicators that will be of direct relevance to a dozen of the Societal Benefit Areas."^[1]^: 68
