Translation of Communautés de communes

It appears from this entry that no one has dared attempt a translation of Communautés in the context of these Communautés de communes. On the other hand, to the average English speaker, the word Communauté doesn't mean too much. It sort of means community, but that is very far from being a precise synonym. And in any case, community is a politically charged word which carries different bits of emotional baggage in different parts of the Anglosphere. (We have the same issue with 'commune' which - quite misleadingly - screams 'communist' for several generations of red-neck, but that's from another discussion.)

I don't know the answer on translating this word. You can maybe substitute words like grouping or association for community if (1) you INSIST on attempting a translation and (2) you provide enough context. But it's less than a total solution.
