Discussion of non-voting delegates edit

User:108.7.12.14 removed the entire history of non-voting delegate participation in the Committee of the Whole, with the description: Rmvd interesting, but off-topic overly-detailed digression in to DC/PR/G/VI "delegates". Way out of place in intro, out of place in body too considering the size and level of detail of the body. It also has something of a POV "aroma" to it.

Participation of nonvoting delegates was a key distinction when the House sat as a committee of the whole and one of the most significant avenues of procedural influence for otherwise non-voting delegates in the House outside their individual committee assignments. That the House twice gave limited votes in the Committee of the Whole to non-voting delegates under Democratic control (1993 and 2007) and twice stripped them of this role when Republicans regained control (1995 and 2011) is simple fact. There are reasons, partisan or otherwise, for supporting either position which the article did not and does not presently explore, and the votes clearly reflect partisan motives, but there is nothing POV about these facts notwithstanding the anon's sense of smell.
