Potential Bias: sourcing from Marshall's speech edit

A large part of the historical sourcing for this all points to the 'Marshall Plan 1974' document, which will clearly be biased in favour of the decisions made by the groups involved in the Marshall Plan.

I have little to no relevant historical knowledge, and I'm not a historian, so I'm afraid I don't have access to better sources, but I wanted to raise my concern at this. Also, being not very good with Wikipedia, I don't know how to suggest one of the big scepticism tags for a page properly.
