Really lost as to whether or not Colleen Barros is the acting Secretary of Health and Human Services. According to the BBC, it is Don J Wright.
A line of succession is already in place regarding the acting Secretary, but even as someone who knows about this, I'm pretty lost, too. Per the announcement of Mr. Price's resignation, the President "intends to designate" Mr. Wright as acting Secretary, effective at 23:59 EDT on the 29th, but that scrambles the known line of succession, and leaves HHS leaderless for several hours, during which it can be argued that Ms. Barros is the de facto acting Secretary of HHS.
