Ambiguous sentence

I've removed the following sentence from the article lead, as it is ambiguous.

The Tour de France paid for the road to be cleared.

Cleared of what?. The obvious answer would be snow, but as snow is an annual phenomenon, that just leads us to the question, when?. If it was just one year, then I don't see that as being important enough to include in the lead paragraph. If it is every year, then maybe, but recent Tours have been held in July, outside the normal closure period specified in this article.

of what?.
