Why "(tobacco)"? edit

The article explains the term's reference to both tobacco and opiate users, and quite frankly I've only ever heard or seen of it being used in reference to the latter of the two. Why is it Chipper (tobacco) instead of something more like Chipper (drugs)? They're both drugs, and I don't see any reason to believe that its reference to occasional tobacco users is more significant than its reference to occasional opiate users. In my experience, it's always been quite the opposite.
