Local debt

There appears to be a great deal of local debt in China, much of which is apparently not being paid back, see "More Stimulus May Not Be an Option for China". I'm not sure how it would fit in this article as I don't fully understand the entrepreneural activities of local governments in China. The writing itself seems decent, so if inline citations could be applied, then the article would be vastly improved.
