Luxembourgish resistance WW2

Charlotte campaigned all over outside of her country for Luxembourg to be saved from the occupying Germans. But she is not to be included in Category:Luxembourgian resistance members? Seems unconscionable to me. Since when did a person have to be inside the borders of theor own country to actively resist occupation of it?.
