Article scope edit

The current scope of this article appears a bit vague. It jumps from broad international concepts to specific detail of national organisations. It may therefore benefit from edits that constrain it to the general and internationally common principles and history of the COS movement and simply link to separate articles for the respective national organisations. Separate national organisation articles would be more relevant for most of the current article categories as well. Links to notable people associated with the general principles could be retained or added as illustration (e.g. Mary Richmond as a pioneer of formal social work and casework as suggested above) but more nationally-specific content would be better placed elsewhere. As it stands, some of the content relating to Britain's Charity Organisation Society (e.g. the content relating to Alsager Hay Hill) would be better placed in the history section of the modern Family Action charity article, whilst the some of the USA-related content could at least be re-worked to make its geographic and historic context clearer, even if there is no separate article for it to be migrated to.
