Category:Marine propulsion seems highly inappropriate, since this is not a marine propulsion unit. True, it harvests steam from marine steam boilers, but it can harvest steam from any steam boiler. Further, this is under "Steam power" and "Marine propulsion", but we already have an intersection category, Category: Marine steam propulsion.
No, because this isn't a defining relationship. Not all evaporators are used for water desalination, thus we can't imply this about sub cats of it.
Secondly, evaporators like this (and especially Chaplin's, in its historical context) have particularly close links with Category:Marine steam propulsion and belong within it. The parent categories aren't needed, so why not move this article's categorization into that cat? However that's not what the IP address has been doing, it has just been stripping cats wholesale. Chaplin's Patent Distilling Apparatus is a little more terse, gives the essence of what this is about more clearly and it also follows the printed advert (presumed to be the source for the name) more clearly.
