Ernst Rudiger Starhemberg wasn't chancellor edit

Ernst Rudiger Starhemberg was never chancellor of Austria, either after the assassination of Dollfuß. He was in the position of a Vice Chancellor and Minister of the Interior. I correct this.

Austria-Hungary edit

Kurz was not yet removed. He is still the incumbent.

@Colonestarrice: Hi, have you noticed Brigitte Bierlein is named interim chancellor of Austria, after a parliamentary motion of no confidence dismisses the government of Sebastian Kurz on May 30, 2019.?
