This report is identified in the copyvio tagging as a source as well. Per c:COM:CRT/South Africa, No copyright subsists in [o]fficial texts of a legislative, administrative or legal nature. The first report is the work of the Department of Water Affairs and Forestry and the second report is the work of the Department of Forestry, Fisheries and the Environment.
