The result as stated is clearly wrong! Take a measure mu of mass epsilon supported on a circle of radius r. Then the potential of mu is arbitrarily small on close to the circle. Now choose H such that the circle cannot be covered by circles whose radius sums up to < 5 H. (something like H = pi r/5 should work).
