I was looking for Carl Smith, who wrote The Plan of Chicago: Daniel Burnham and the Remaking of the American City (2006), which was awarded the Lewis Mumford Prize for Best Book in American Planning History by the Society for American City and Regional Planning History and was chosen by the Chicago Public Library as the Fall 2009 selection in its "One Book, One Chicago" program.
