How to disambiguate edit

The recommendation is to not obscure a disambiguation term if it is already part of the article title (see MOS:DP#Piping)—so don't use a piped link like this on a disambiguation page: [[New Order (political system)|New Order]].

But in this case, that is a link to a redirect; and the sentence contains a link to the actual article—two different linked terms to one article. This is confusing. I can't find a specific recommendation against this, but MOS:DP says "link to the disambiguated page" [not to a redirect], and "don't wikilink any other words in the line" in bold text. Different links to the same page are considered bad practice in general; the W3C's web accessibility initiative makes clear link destinations a priority 2 checkpoint: "Clearly identify the target of each link". Remember that if someone reaches a disambiguation page, that means a link on a page has already failed. The disambiguation page should clarify by linking directly to the article, and not confuse the issue by going through a redirected term to a page with yet another name.

So I still think the following is preferable; it makes the destination absolutely clear, and by context demonstrates its relationship to the disambiguating term "Bulava". To make it more explicit, "Bulava" can be italicized or placed in single quotation marks.
