I am seeing mixed messages on whether the decision was to keep this entry or not.
I am the author of the article, and I have a great deal of experience with briefing notes. I know from that experience that many people are intimidated by a request to prepare a briefing note. The intent of this entry is to demystify the term for people. It is a short entry, and I believe that it would be useful for many people if they could search for "briefing note" in Wikipedia and find it. In this regard, a Google search for "briefing note" yields this entry on just the second page of results, which means that it is by far one of the most popular items out of the 453,000 results from that search term.
