Issue: Power shutoff and delayed response

I wasn't able to verify the citation (Guardian article) used to claim that "The lack of electricity caused issues with the reporting of the fire" added by BoredCalifornian. Is there an alternative source for this claim? I'm working with a group trying to create a public record regarding power shutoff effects. PS - If you have personal knowledge of impacts of this type please submit them to the California Public Utilities Commission. ^[1]
