Although not knowledgeable enough to suggest an outline, I came across this Jisc article, "Bringing the UK’s Open Access Research Outputs Together", about its [downloadable report] on challenges since the Berlin Declaration on OA to build an "open mirror". Thanks Nsteffel for the update. Can you say anything briefly about why the Max Planck society is a good source to cite for this information? I wonder if they have an obvious affiliation to this statement, like being its caretakers. They seem removed enough from the statement as a consensus of individuals but I thought I would ask. I'm no expert but I think calling them the caretakers of the Berlin Declaration would be fair. They hosted and helped organize the initial conference which led to the declaration and seem to host a lot of the attendant records like the conference details, list of signatories, information on the followup conferences, etc. Nsteffel (talk) 17:45, 19 October 2015 (UTC)Reply
