The popularity of Bennett's Inequality is due to its simple requirements:

(a) unlike some other inequalities or limit theorems there is no requirement that the component variables have identical or similar distributions

(b) the only requirement on the component variances is that their sum is less than or equal to [sigma]^2 = Var(S)

(c) all component variables vary from their expectation by less than or equal to M ( a, in the version given by you)
