Concerns about the notability of this place have been raised. According to the WP:GEOLAND guideline, Populated, legally recognized places are typically presumed to be notable, even if their population is very low.. Beştepe is a neighbourhood (mahalle) of the municipality Yenimahalle, see the first reference (Turkey Civil Administration Departments Inventory). As all neighbourhoods of metropolitan districts in Turkey, it is legally recognized and has its own representative, the muhtar, see the third reference (Yenimahalle Kaymakamlığı). And it is populated, with 12,066 inhabitants as of 2022, see the second reference (Turkish Statistical Institute TÜIK). GEOLAND is typically understood as referring to distinct places: i.e. standalone villages/towns/cities, and not subdivisions of larger populated places such as neighborhoods or mahalle. The election of a representative would probably generate enough coverage to meet notability guidelines, but looking at the cited source (which didn't render properly on my computer) and attempting to search further online, it's not clear that this is an actual elected position (as opposed to a delegated position, which is not as likely to generate significant coverage). signed, Rosguill talk 17:07, 9 July 2023 (UTC)Reply
GEOLAND says nothing about standalone places, it does mention "unofficial neighborhoods" in the "Populated places without legal recognition" section, but that is not the case here, a mahalle is an official neighbourhood. As far as I know, muhtars are elected, not appointed. This has been regulated by law no. 2972. You can also find the muhtars on this page of Yenimahalle municipality.
