There are always plus signs in denoting point differentials that are positive integers. I'm prepared to go all the way to WP:ARBCOM (actually even an RFC should be overwhelming enough).
On FIBA tiebreakers, the first criteria is the head-to-head record. Since Thailand beat the Philippines, they win the gold despite having an inferior point differential, which incidentally is not a tiebreaking criterion.
