A large chunk of material was pasted by 122.173.209.216 and reverted out by Austin512. 122.173.209.216 asserts the material is in the public domain. I'm skeptical - material is origianlly from ballia.nic.in, which is a primary domain owned by the government of India. Inspection of the site www.nic.in contains this notice

A different SPA has included the same material again. I'm reverting again. I note that Wikipedia:3rr#The_Three_revert_rule contains an exception for "Reverting the addition of copyright violations or content that unquestionably violates the non-free content policy." This material, IMHO, does so. If the editor who is inserting it wants to provide more documentation it would be welcome, and would remove this content from the "unquestionably violates" catagory.

I've removed it twice more, but the anon's IP keeps changing so I don't think they are seeing the warnings. I've left a message to come here and dicuss it. I just undid an edit by an IP that moved Ballia into Bihar. The city is definitely in Uttar Pradesh, but it's right on the border with Bihar. I could believe that somehow it's in some municipal district in Bihar, but a source would be appreciated. Also, whatever the complexities of the governmental situation, the city is physically IN Uttar Pradesh, so it should be described as a city in UP in the leadAnniepoo (talk) 21:58, 20 October 2008 (UTC)Reply
