This article is written in American English, which has its own spelling conventions (color, defense, traveled) and some terms that are used in it may be different or absent from other varieties of English. According to the relevant style guide, this should not be changed without broad consensus.
Possibly a redundant term since a US Authority - the Surface Transportation Board - classifies US Railroads. On the other hand, an addition to history updates the status of this railroad as it has secured a 99-year lease with the San Diego Metropolitan Transit System (SDMTS) to rehabilitate and operate an additional 112.75 km (70.06 miles) of track in the United States between Campo, California and Plaster City, California. It appears that much of the text was written by non-native speaker/writer of English, and therefore could be further improved with style editing by a native speaker/writer.
