Erivan Khanate existed until 1828 (see Wiki Page on Khanate of Erevan). When Alasgar was born (1821) Khanate existed. So we have to use the toponymes according to the time of the event.

The region was called Gokcha (please see the map in the article Khanate of Erevan).

Since the village was a predominantly Azerbaijani settlement, it is also correct when we use its Azerbaijani name with Azerbaijani alphabet (which is a variant of Latin).

It is correct to use the name of the settlement and its location used at the time of his birth, but it is not correct to spell it using the modern Azerbaijan alphabet: the village is not in the republic of Azerbaijan, and this is not the Azeri-language Wikipedia.
