I do not currently have the bandwidth to look this up so I have not removed the dubious tag, but there is in fact, or at least has been, such a thing as a French citizen being banished from France, and this sentence, I am fairly certain, was given to some Vichy figures after the Liberation of France.
So it's not as nonsensical as somebody thinks it is, although I haven't looked up whether this is what happened here exactly, or whether the cases I am thinking of were under the Fourth or the Fifth Republic, or subsequently invalidated for whatever other reasons.
