I don't know too much about Oldberg, but he was a composer of some note, his personal papers are held in the Library of Congress's Arne Oldberg Collection and he studied with two Europea pedagogues who both have wikipedia entries. I will update the article with some dates and details of works as I find them. Isn't this enough for notability? Also, I accidently didn't capitalise his last name.
