Is this a Promotion Board? edit

Hello. I'm from the United States, I do work for Wikipedia on World War I, and finding quality info on the Army Council is really hard. Leo Amery, in one of his many books, said, "It's really nothing. Not to worry about it." I have military experience, I know what a promotion board is, and I think that's what the Army Council is. Here's what I'm trying to find out: General Hubert Gough was relieved of command and placed on half pay in 1918, but who did it? Here's the chain of command: Prime Minister Lloyd George / Secretary of State for War Lord Milner / General Henry Wilson (CIGS) / General Douglas Haig (CIC) / Hubert Gough. Gough was replaced by General Rawlinson (from Versailles), who reformed Gough's army into the 4th Army. I'm certain the decision came from Lloyd George.
