Question for an administrator: how to create a bot? edit

How can one go about requesting or creating a bot to harvest info from a site such as http://www.bishopmuseum.org/research/pbs/papuanherps/taxa.html? There's lots of valuable, ORIGINAL research here, but I don't know that anyone would take the time to get it added manually to Wikipedia. I'm sure there's a database that exists with all this info in it (species & URLs); I could probably arrange with the authors of the info to make it available to a WikiBot(?), but not sure how to go about it.
