editIn the 2000s section of this article, it mentions the visit from President Zuma and his delegation. What is not mentioned, is that since this visit, one of the main objectives, which was to eliminate the need for either side to apply for an ordinary/tourist visa has not be acheived to date. The Angolan government had first delayed this process when they had made the recent changes to their constitution. More recently, there has been no progress in this regard.
As a dual Brazilian/South African National, I can say that the presence of South Africans in Angola is quite limited in comparison to other CPLP (Portuguese-speaking) countries such as Portugal or Brazil, even though South Africa is a fellow SADC member and has a closer physical proximity to Angola. There are many South African companies that come to Angola, but those who are able to stay and prosper is very limited (one example is Group 5 construction who left in the middle of a large project due to complications). It is possible that language can be an influencing factor, as well as stark differences in procedural norms that are common to former Portuguese colonies.
