Firstly, Italian often register footballer at Bellinzona to obtain work permit, then officially sign them. Secondly, there is often co-ownership deal.

There is two source he was signed by Bellinzona then Parma, SkySports and magicajuventus.com Globo Esporte is reported in 2008 and itself have a big mistake on Viareggio Tournament and all source is secondary and does not have much real information, more possible quote from other sources. Amauri is on loan from Parma due to no EU passport, he possibly signed by Parma then move to Bellinzona to learn Italian and European life, just like Elber to Switzerland. More more tricly case is player can be loaned out again by his loan club. There is one source but unknown how reliable

There is one source claim he is signed by Napoli and loaned to Bellinzona

The case may be likes Alex (joined PSV and joined Chelsea in nominal fee), Napoli signed him in pre-contract as no non-EU quota, and let him loaned by the Brazilian club to Bellinzona and will sign him if he impress in European environment.
