ru:Железнов, Иосаф Игнатьевич (d. 1863) already published a "Предания и песни уральских казаков", 2nd ed. published 1888. There is almost certainly a connection, especially since oy, to ne vecher was allegedly collected in 1880. Perhaps the 1899 collection was partially based in the 1888 one? Especially if I. I.
