I see that a literal Google Translation has struck again. Unfortunately, I'm not entirely certain what the correct translation (I don't speak Russian, but that's definitely not good English). Wiktionary has a page about санитар, but I don't know which is best. Also, the nickname seems to imply he was Yeltsin's, but I suspect the name refers to the era.
