Removed section where the traffic modeling was incorrectly interpreted. It appears that a resentful investor is trying to discredit the project. The report referenced for this section was: http://www.aspo-australia.org.au/References/ASPO-Brisbane/QLD-TRANS-FACTS-2008-final-13NOV.pdf . Upon review of this report I could not find any evidence to support the claim that road traffic in Brisbane had been on the decline since 2004. I believe that the report has been misinterpreted... it does show a reduction in passenger kilometres, however there is a note stating that this is due to a decrease in the distance traveled by vehicles and a reduction in vehicle occupancy. This does not suggest a reduction in vehicles on the road during peak periods, but rather a reduction in non-essential trips (probably due to increased fuel costs). The report also shows a substantial increase in vehicle registration numbers.

It should be noted that the model used by Arup to forecast traffic volumes was based on a model used by Brisbane City Council. Both Council and the State Government authorities are anticipating an increase in vehicle trips over at least the next 25 years.
