Error in Michigan?

The statement that EMT-B standards are nearing EMT-Paramedic level has got to be incorrect, unless Michigan is going rogue against national standards and training basic EMTs in some invasive procedures or medication administration. There is a great divide between the EMT-B and Paramedic scope of practice, which will have to exist by default. Only intermediate and advanced levels "blur the lines" so to speak. I just don't know what the author might know about Michigan or what he/she is trying to say to correct it.
