Cities and towns under republic's jurisdiction edit

Could someone explane this little bit more? There is 33 uluses in Sakha and 2 region (Jakutsk and Nerjungri) which are same kind of as uluses. Nerjungri and Jakutsk include also the Nerjungri and Jakutsk cities.

  • For example Nerjungri region area is 101 000 km² and population 115 800 (1995)[1]. Nerjungri city which belong to the region has pop. 65 800.

Then there are Mirnyi, Njurba and Pokrovsk cities/towns which are also under republic's jurisdiction. But there is also Mirnyi, Njurba and Pokrovsk uluses.

Is it rigt to put Jakutsk, Nerjungri, Mirnyi, Njurba and Pokrovsk, as they are now in the article? Because they apparently are not the same kind of administrative units.--82.128.189.7 20:49, 9 January 2007 (UTC)Reply

Hi! It is not uncommon when a town, being an administrative center of a district (ulus in this case), is administratively separate from the district. So, in case of Sakha, the town of Mirny is the administrative center of Mirninsky Ulus, but it is not a part of it, because it is in jurisdiction of the republic. On the other hand, the town of Aldan is the administrative center of Aldansky Ulus and it is under jurisdiction of that ulus (and, subsequently, a part of it).
Where your confusion lies, however, is probably in the fact that this article describes purely administrative structure of the republic. Recent municipal reform introduced new entities, which explain why Yakutsk and Mirny are both towns under republic's jurisdiction (administratively), but the latter is the administrative center of an ulus surrounding it and the former is not. Those new entities are out of the scope of this article, but you can find a general overview here. The bottom line is that municipally Yakutsk and Neryungri are incorporated municipal urban okrugs, while Mirny et al. are incorporated as municipal urban settlements within municipal districts they govern.

Thanks. I do know that town can be the administrative center of a district/ulus but doesnt belong to the district/ulus. Nerjungri municipal urban okrug area is much biger than many uluses. Still Nerjungri and Mirnyi are both cities/towns under republic's jurisdiction. This troubles me. --82.128.191.5 14:51, 10 January 2007 (UTC)Reply
That's the way the administrative structure is laid out, however. It may seem inefficient/illogical/incorrect/etc. at first glance, but that's the way it is. From the administrative point of view, there really is no need to distinguish between cities which are incorporated as municipal urban okrugs and cities which are incorporated as municipal urban settlements, hence they are all bundled together under "cities and towns under the republic's jurisdiction". Administrative divisions are the framework to deal with the issues of state government, while the municipal ones are the framework to deal with the issues of local self-government.
