"All rights reserved" for 'krownprince/15654073655/...' means that we cannot use that photo.
I agree that showing Hamdok with a US flag is rather insulting - while many reports do suggest that Hamdok is begging on his knees to the IMF and US[1], that's up to readers to infer from the RS'd info in the article if they wish to, it's not a well-established fact, and even if it were, we generally don't put that sort of info in photos - see WP:BLP - e.g. bloodthirsty dictators' (Rabaa massacre, Khashoggi assassination, ...) main Wikipedia photos don't shown them in caricatures with blood dripping from their hands.
We do have File:Abdalla Hamdok May 2017.jpg, which does not have a US flag. Boud (talk) 19:50, 12 December 2019 (UTC)Reply

  • The guidelines: Wikipedia:Biographies_of_living_persons#Images - "Images of living persons should not be used out of context to present a person in a false or disparaging light." - the US flag is not literally false, but it is disparaging.
  • Wikipedia:No_original_research#Original_images - "It is not acceptable for an editor to use photo manipulation to distort the facts or position illustrated by an image. Manipulated images should be prominently noted as such. Any manipulated image where the encyclopedic value is materially affected should be posted to Wikipedia:Files for discussion. The change is the result of an amendment to Sudan’s Criminal Law Article 141. The act is defined as removing or mutilating “the female genitalia by cutting, mutilating or modifying any natural part of it leading to the full or partial loss of its functions.” The punishment for committing female genital mutilation is three years imprisonment as well as fines. https://www.jurist.org/news/2020/05/sudan-outlaws-female-genital-mutilation/ 87.143.182.16 (talk) 00:25, 12 May 2020 (UTC)Reply
