I can confirm this. DESCRIPT.ION files were introduced by 4DOS originally, but are also supported by NDOS, 4OS2, 4NT, Take Command, Take Command Console, Volkov Commander, DOS Navigator, Total Commander, XnView, ACDsee, CUI_LIB and others. --Matthiaspaul (talk) 04:53, 8 April 2015 (UTC)Reply

I don't have any problems with people using it on those OS's (although I'd
be surprised if there was a lot of MS-DOS or PC-DOS action left). That
license was written by the FreeDOS people -- it was probably worded that way
because it's impossible to list every possible variation of the DOS OS's.
