Bolivia flag

FIFA uses the civil flag (example), but CONMEBOL and ESPN use the state flag here and here. Bolivia national football team mostly uses the civil flag, but not 100% consistently. I don't claim to know which is "correct," but this page probably isn't the right forum to make that determination. I recommend we use the default football flag on this page. If someone wants to argue that the civil flag should be used for football purposes, they are welcome to try to get it changed at Template:Country data Bolivia (which would automatically update it here and everywhere else it's used).
