So, some background: There are 577 legislative constituencies in France. These are typically divided by department, with constituencies numbered by each department – for example, the department of Cher has 3 constituencies, so the article is called Cher's 3rd constituency. During the 2007 presidential campaign, Sarkozy promised a constitutional reform, and after he was elected, went ahead with it. It set the maximum size of the National Assembly (577) and created constituencies to represent French nationals abroad, who were then represented in the Senate but not in the National Assembly. Eleven of these constituencies were subsequently created in the 2010 redistricting, with representatives first elected in the 2012 legislative elections. This election is taking place in one of the 11 constituencies for French residents overseas – the 5th constituency, which represents Spain/Portugal/Monaco/Andorra. Hope this helps to clarify. Well, it's not actually a "department" (France doesn't control Spain/Portugal), but it's needed to distinguish from, say, Nord's 5th constituency, Ain's 5th constituency, Val-d'Oise's 5th constituency, Seine-Saint-Denis's 5th constituency, etc. – there are many departments in France with at least 5 constituencies.
