Implications of not allowing olympic games hosts play at the world cupedit

The world cup is an olympic qualifying tournament but it's not just that. The competition awards the winners 100 points in FIVB world rankings, the same points awarded to the olympic champions and world championship champions. That being said, does anyone know why FIVB decided that olympic games hosts cannot take part of the world cup even if they qualify for it? And what will be the procedure about the FIVB world rankings? I remember that China's women's team qualified to the 2007 edition but didn't participated of the competition. Now both genders brazilian teams qualified but will not be allowed to participate. So Brazil will not be allowed to contest for ranking points they aquired the right to contest witch will make then fall in the FIVB world rankings. Women's team was 5th, receiving 50 points in tha last edition (2011) and men's team was 3rd, receiving 80 points. Will FIVB keep those points after the 2015 edition or will Brazil teams receive 0 points? The places on FIVB world rankings have implications. They are used to seed teams in pools and being worst placed on the rankings can put Brazilian teams facing stronger teams in early stages of important competition and create "death pools". Also this kind of unfair disavantage on rankings will last for the entire cicle of 4 years up until the 2019 world cup. Speaking of 2019 world cup, FIVB has already anounced that it will be host by the "permanent host" of the tournamet, Japan. The 2020 olympic games will be held in Japan. Will FIVB forbid Japan from playing the 2019 world cup they will be hosting? I find it all too confusing. Does anyone have any further information on the matter?
China women in 2007 and Australia men in 1999 could not participate the World cup like Brazil this year and they did not got world ranking points. You can see reference no2. But, this year something was change. Seehttp://u20.women.2015.volleyball.fivb.com/en/news/puerto-rico-confirmed-as-new-hosts-of?id=52000 Both Brazil teams will secure the world ranking points from the previous World Cup. My opinion about 2019 World Cup, Japan will not participate the competitions follow the rule. But, Japan maybe serve the tournament as Olympic test event. Just my opinion. Thank you, Noncommittalp. Right to the point! So they will keep the ranking points they gained on 2011 up to the 2019 world cup. So it's not that bad. FIVB noticed or was warned by brazilian federation of this problem and solved it 2 months ago. Good to know. I didn't remember the case of Australia in 1999, only Chine in 2007. By the way, I looked here in wikipedia and saw that USA played on both men and women world cup in 1995, so FIVB must've decided to forbid olympics host from taking part of the world cup sometime between 1995 and 1999.
