Offensive capabilities justification

I am surprised there isn't more information or discussion on the justification of the Brigade's offensive capabilities; as the article mentions it is only one of two units within the entire JSDF with such capabilities. While the WAIR article cites the purpose of retaking captured Japanese islands, there doesn't seem to be any similar justification for the Brigade. The closest thing would be countering "guerrillas or enemy special forces" (from an archived site no less), which is overly vague and broad for something that goes against Article 9. While I personally can see the utility of an airborne brigade, I don't see any significant sources citing how they got around the strict "defense only" mandate of the JSDF.
