Are you sure they did? Maybe the other parties who got less just won more seats through direct election of candidates.

Chapter Post election (west berlin votes)

"Adenauer had ensured that the votes of the predominantly Social Democrat West Berlin deputies did not count and later stated that he "naturally" had voted for himself." No source for the first part of the above sentence. I'd check the later added source, which seems to apply only to the second part of the sentence.
