The files on Google Drive are photos of pages from "City of Liverpool - The Proceedings of the Council 1932-33". Given that the only copies of "The City of Liverpool - The Proceedings of the Council" that I know of are held at Liverpool Central Library, I contend that making available photos of the specific pages, albeit stored on Google Drive is a better reference than just stating the source.
